Stamp duty is the largest single transaction cost you'll pay when buying property in Bihar. Get it wrong, and your registration is invalid. Here are the 2026 rates.

Other transaction types
- Gift deed (within family): 5.7% stamp + 1.9% registration
- Gift deed (outside family): same as sale deed
- Mortgage with possession: 8% on consideration
- Mortgage without possession: 0.05% (max ₹1 lakh)
- Lease (more than 1 year): calculated on annual rent
- Power of Attorney: ₹1,000–5,000 depending on scope
- Partition deed (among co-owners): 1% on each share
How stamp duty is calculated
Stamp duty is charged on the higher of:
- The actual sale consideration in the deed, or
- The government-notified circle rate for that location
Circle rates in West Champaran range from ₹150/sqft (rural Sikta, Mainatanr) to ₹2,400/sqft (Bettiah Hardia Chowk core). Check at the sub-registrar office or bhumijankari.bihar.gov.in.
How to pay
Bihar uses electronic stamping (e-stamping) via Stock Holding Corporation of India. Steps:
- Visit bihar.gov.in and access the e-stamping module, or visit any authorised SHCIL counter
- Generate an e-stamp certificate with payment via NEFT/cheque
- Attach the e-stamp to your sale deed
- Carry the receipt to the sub-registrar appointment
How to save legally
- Register in the wife's name. Saves 0.3% — on a ₹30 lakh deal, that's ₹9,000.
- Joint registration with female co-owner. Half the savings of full female registration.
- Use the actual transaction value if it's below circle rate. Some buyers wrongly register at higher of two — but if your deal is genuinely below circle rate and you have proof, register at the lower (subject to income-tax officer review).
What not to do
The number-one mistake we see: under-valuing the deed. A buyer registers at circle rate, pays the seller cash on the side, "saves" on stamp duty. Three years later when they want to sell, they cannot prove the higher price, lose on capital gains tax computation, and have black-money exposure to handle. Always register at the actual price paid.
Stamp duty seems painful but it's small compared to the value of clean documentation. Pay it cleanly, in full, and save the receipt for life.
